Frank Homer

I graduated from Cass Lake-Bena High School, then completed four years at Bemidji State University with a B.S. in Criminal Justice. I retired after 27+ years in law enforcement, all on or around the Leech Lake Reservation. Titles included Patrol Officer, Jailer, Deputy Sheriff, Sergeant, Canine Officer, Investigator, ERU (SWAT) team member, Chief Deputy, and Sheriff. I also worked for 6 years as an Assessment Worker/Investigator for Leech Lake Child Welfare. I’ve worked at LLTC as an adjunct instructor (Law Enforcement) for approximately 18 years and in my second year as a Law Enforcement Program Coordinator. I love hunting, fishing, and family activities. I have been married for 36 years with Lynnette and have three daughters (Brittany, lives in Bemidji, Brooke & Courtney live in Portland, Oregon) and two wonderful grandchildren (Ayden & Kennedy).

Program Description

The Law Enforcement Associate in Applied Science Degree (A.A.S.) is part of the Professional Peace Officer Education (PPOE) Program requirement for the Minnesota Peace Officer licensing standards. All course work is certified by the Minnesota Board of Peace Officer Standards and Training (P.O.S.T.) and meets the mandated learning objectives. The degree also applies to those interested in other areas of the criminal justice system.

Earning a Law Enforcement A.A.S. degree from LLTC creates the opportunity for our graduates to be competitive in any entry-level criminal justice position. Law enforcement positions may include Tribal & City Police Officers, Deputy Sheriff, State Trooper, Conservation Officer, Corrections Officer, Communications Officer, Parole & Probation Officers, Private Security and Federal Law Enforcement Agencies.

Employment opportunities for Law Enforcement students are in demand today more than ever. Minnesota is one of few states requiring at least a two-year degree to make graduates highly desirable in the profession throughout the country.

Student Opportunities

Student opportunities in the Law Enforcement Program include paid internships with the Leech Lake Tribal Police Department. The internship position is available for students entering their second year in the LLTC LE Program.

Leech Lake Tribal Police also provides a pathway program for students within the department. A student may be hired as an employee with LLTPD in a variety of positions/duties. The employment schedule works around the student’s classes at the college. The pathway program can also provide funding for college tuition and the Police Skills Program upon completion of the student’s two-year A.A.S. degree. Each student would then move into a Leech Lake Patrol Officer position once becoming licensed as a Peace Officer in the State of Minnesota.
